ICF homes are highly energy efficient, and this factor gives homeowners access to a higher level of 

borrowing power in a special mortgage facility called Energy Efficiency Mortgage, or EEM. The EEM is a Fannie Mae backed mortgage and offers higher debt-to-income and lower down payment options than other loan products. Lenders should offer EEMs at the same rates as other mortgages and they should not charge any extra fees for these loans. Phoenix has a special arrangement with a national mortgage lender and can connect anyone building a Phoenix home directly to that lender for pre-approval.
